Publication has a special technical meaning in copyright law.

A work is considered published when copies are distributed to the public through sale, lease, lending or other transfer of ownership.

The offering to distribute your work for purposes of further distribution, public performance, or
public display is also considered publication. A public performance or display of a work does not of itself constitute publication.”

A work is not published because you merely printed or made copies of it. For a website, if it has
already been posted to the Internet, it is considered “published.”
